KBS delivers Portsmouth Naval Base Substation Upgrade

A modernisation project ensuring efficiency, resilience and reliability

KBS Maritime has successfully completed the replacement of Portsmouth Naval Base’s Main 33kV Intake Substation, representing a significant technical achievement for the site. Initiated in January 2025, this modernisation project was undertaken to address the need for updating equipment that had reliably served the base for over three decades. The project was overseen by KBS Maritime and executed by its internal High Voltage specialist team, who managed the decommissioning of existing infrastructure, installation of an advanced switchboard system, and subsequent operational and maintenance responsibilities for the newly commissioned facility.

The twelve-month upgrade encompassed a comprehensive electrical installation, enabling full integration of the new switchboard. The scope included high and low voltage cabling, signal and communications wiring, along with the installation of ancillary battery charger units, SCADA panels, and DNO-interface panels. Switchboard protection commissioning was meticulously performed to ensure safety and operational integrity. Additionally, civil engineering works facilitated the diversion and joining of the existing 33kV circuit, while the approval of the new incoming circuit breaker by the Distribution Network Operator permitted the energisation of the switchboard.

This initiative leveraged extensive technical expertise and effective collaboration, guaranteeing that Portsmouth Naval Base’s power network now adheres to contemporary standards. The upgraded infrastructure provides enhanced efficiency, resilience, and reliability.

“This project has showcased the specialist skills and dedication within our high voltage team, from intricate electrical installations to the precise commissioning of protection systems,” said Luke Morgan, Programme Manager, who oversees the System Infrastructure Projects at Portsmouth Naval Base. “By upgrading the substation, we have not only modernised our infrastructure but significantly improved the resilience of the network, ensuring we can support the base’s operations with confidence for years to come.”

The base’s high voltage network is highly sophisticated, underpinning essential activities and supporting daily operations for thousands of personnel. A 33kV system of this magnitude is capable of supplying electricity to tens of thousands of homes or sustaining critical facilities such as schools and hospitals.
